Thread: MSOE.dll could not be loaded after Windows Update?

    MSOE.dll could not be loaded after Windows Update?

    Professional vBulletin Hosting
    I applied a few recent windows updates and after the reboot Outlook Express no

    longer functions.

    "Outlook Express could not be started because MSOE.dll could not be loaded."

    Tried the 'folder.dbx' rename and moving out all .dbx files, no luck.
    Tried unistalling the updates in 'Add remove Programs'
    Tried re-installing the updates (listed below).
    Tried changing the registry to re-install with IE6.exe (Internet Explorer
    and Out

    Look Express combined). Warning: On WinXP SP2 the system fails to boot with
    several

    errors before the login screen. Reboot with F8 and selected 'Last know good

    configuration', luckily the system did boot.

    Why is this still and issue? For years now it has been a real pain to repair
    the

    systems default browser and email client. What's the big deal here? Do I
    have to

    roll back XP SP2, hack the registry just to install these components and
    then re-

    apply SP2 and all those updates? Seriously now?

    I suspect that none of this is due to installing any of the October patches,
    DH.

    General OE Caveats:

    - Don't use Inbox or Sent Items to archive messages. Move them to local
    folders created for this purpose.

    - Empty Deleted Items folder daily.

    - Disable Background Compacting [N/A in WinXP SP2 and Win2K03] and
    frequently perform a manual compact of all OE folders while "working
    offline". More at [url]http://www.insideoe.com/files/maintain.htm[/url].

    - Do not attempt to close OE via Task Manager or shutdown your machine if
    Automatic Compacting is taking place (WinXP SP2 & Win2K03 only).

    - Your anti-virus application's email scanning feature can also cause
    corruption. Disable it. It provides no additional protection.

    Hi PA Bear,

    Thanks for your reply. I decided to start a fresh install and leave the old
    system as a backup, time isn't on my side this week, so I've been copying all
    my little bits n bobs across...

    Most of the 'fix' info suggestions point to a .dbx file corruption. After
    moving out all .dbx data file Outlook Express still refused to start. I feel
    that there is an sequence of events that can occur with OE6 that when related
    to some form of 'cumulative update' does get confused and renders OE6
    unusable. It could also just be an unfortunate coincidents. There really
    should be a 'one click' fix and repair utility for this software. Having
    users root out obscure folders and hacking registry entries should not be
    necessary these days.

    When I have time I will have a play with the old system and report back if I
    find a definate cause and solution.

    years. They will have significant improvements in the next OS. Hopefully.
