Webcam message when in chat

Hi,
I would like to know the following information.
When you chat on MSN with someone and the message:
NAME appears to have a webcam. Get a webcam and have free Video
Conversations with him/her.

Its on the top of the chat window. In a yellow box, under the name.

Does it mean that the person is using a webcam right now? that its open? or
its because MSN detect one only?

I believe it shows because the person on the other end has checked off the
box ( show others that I have a webcam ) under the Options / General tab in
Messenger.
