fatal execution engine error (0x7926fcd8)

Help...
I seem to be having a problem installing the microsoft .net framework 1.0
service pack 3. I get the following error: fatal execution engine error
(0x7926fcd8), but no indication of how to fix it. It just won't install the
service pack.
can anyone help ?
